Mr. Singh worked in the Common Fund for Commodities since 2009, initially as the Chief of the Policy, Programme Management and Evaluation Unit, then as Managing Director ad interim from September 2012 to December 2015, and finally, as Managing Director from 1st January 2016 to March 2020. Mr. Singh had also worked as the Chief of Operations of the Common Fund from July 2000 to December 2005, with responsibility for supervising the Operations Unit of the Fund and overseeing a project portfolio of about 100 projects.
Prior to this, Mr. Singh was a member of the permanent civil service of India (the Indian Administrative Service) since 1982 and has held leadership positions at the state and federal levels in India. During his career, he was involved in the formulation and implementation of policies and programmes aimed at enhancing livelihood opportunities of people living in rural areas. He was also responsible for the design, appraisal, monitoring, implementation and evaluation of projects executed by many national, regional and international agencies.
Common Fund for Commodities
Managing Director: Mr Singh worked as Managing Director of the Common Fund for Commodities since September 2012. During this period, the Member Countries of the CFC unanimously approved Amendments to the Agreement Establishing the Common Fund. In addition, the CFC was able to introduce the new Operational Guidelines of the CFC with a larger emphasis on loan-financing to recycle scarce resources of the Fund, greater involvement of the private sector in project implementation, and seeking project proposals through an Open Call for Proposals.
Chief, Policy, Programme Management and Evaluation Unit (June 2009 to September 2012). Mr. Singh was responsible for evolving policies and programmes for commodity development; preparation, monitoring of implementation and evaluation of the Five-Year Action Plans; mid-term, final and ex-post evaluations of projects; and establishment and administration of Trust Funds.
Government of India
As DIRECTOR, MINISTRY OF COMMERCE, GOVERNMENT OF INDIA (January 1995 to January 2000), he was responsible for national policies and programmes relating to agricultural trade i.e. production, processing, packaging, transportation and marketing of agro-products.
Government of Rajasthan
AGRICULTURE: As Secretary Agriculture, he was responsible for the formulation and implementation of policies and programmes of the Department. Special achievements were implementation of an ambitious productivity enhancement programme through adoption of “more crop per drop strategy” and improvement of agricultural marketing infrastructure through establishment of market-yards and warehouses.
FOOD AND CIVIL SUPPLIES: As Principal Secretary, Department of Food and Civil Supplies, and Consumer Affairs, he was responsible for the procurement of food grains under Minimum Support Price programme, and distribution of the same through the Public Distribution System.
URBAN GOVERNANCE: As Principal Secretary of the Department of Urban Governance. He formulated and implemented policies and programmes aimed at delivery of urban services i.e. solid waste management, waste water, transportation and drinking water, overseeing development of town and regional master plans, provision of housing, and development of slums.
Mr. Singh also held positions in the sphere of industrial development, finance, rural poverty alleviation, rural water supply, and adult and non-formal education in the state of Rajasthan.
